We support PM’s call
আমরা প্রধানমন্ত্রীর আহ্বানকে সমর্থন করি
WE echo (আমরা পুণর্ব্যক্ত করছি the prime minister’s call (প্রধানমন্ত্রীর আহ্বানকে ) to the development partners(উন্নয়ন অংশীদারদের প্রতি) gathered at the Bangladesh Development Forum for their sustained support to Bangladesh in its pursuit of unimpeded development(যারা বাংলাদেশ উন্নয়ন ফোরাম নামে একত্রিত হয়েছে তাঁদের অব্যাহত সহয়তার মাধ্যমে বাংলাদেশের উন্নয়নকে গতিশীল রাখতে ) . The premier is justified in making the appeal to the international community (প্রধানমন্ত্রী আন্তর্জাতিক সম্প্রদায়ের কাছে এই আবেদনের সত্যতা নিরুপণ করেছেন given the country’s extraordinary success in achieving most of the targets of the MDGs(এমডিজির প্রতিটি লক্ষ্য অর্জনে বাংলাদেশের অসাধারণ সাফল্য তুলে ধরার মাধ্যমে , all the while (sustaining a steady rate of six-plus annual GDP growth despite a global economic meltdown and political unrest here at home. (যখন বিশ্বব্যাপী অর্থনৈতিক মন্দা এবং দেশে রাজনৈতিক অস্থিরতা বিরাজ মান থাকা সত্ত্বেও দেশ ৬% এর অধিক জিডিপি‘র সুস্থিত হার ধরে রেখেছে )
Going forward, we, however(যা হোক, আমরা এগিয়ে যাচ্ছি কিছু ভয়ানক সমস্যার সম্মুখীন হয়ে , face some formidable hurdles, namely(যেমন, energy sector reform(বিদ্যু খাতের সংস্কারে , infrastructure development(অবকাঠামোগত উন্নয়নে and competitiveness as per recommendations of some development partners(কিছু উন্নয়ন অংশীদারদের সুপারিশ অনুযায়ী প্রতিযোগিতায় ). Reforms are necessary in the pricing policy to attract investment in the energy sector (বিদ্যুত খাতে বিনিয়োগ আকর্ষণের জন্য মূল্য নীতিতে সংস্কার প্রয়োজন and the tax-GDP ratio has to increase to arrange financing in the infrastructure sectorএবং অবকাঠামো খাতে ঢালাও অর্থায়নের জন্য জিডিপিতে রাজস্বের অনুপাত বৃদ্ধি করতে হবে) according to a senior official of the IMF(আইএমএফের একজন সিনিয়র কর্মকর্তার মতে who also stressed the importance of generating more revenue from domestic resources and removing the barriers of doing business. (যিনি দেশীয় সম্পদ / সেবা খাত থেকে অধিক রাজস্ব উত্তোলন ও ব্যবসা বাণিজ্য পরিচালনার বাধা সমূহের দূরকরণের প্রতিও গুরুত্ব দিয়েছেন।
All these are sound economic advice(এইসব হলো স্থির/সবল অর্থনীতির উপদেশ But to what extent these policies will actually work depends largely on good governance which also includes aid utilisation and public safety(কিন্তু প্রকৃতপক্ষে এইসব নীতিগুলো কতটুকু কার্যকরী ভাবে ব্যাপ্ত হবে / বিস্তার করবে তা অত্যাধিক পরিমাণের নির্ভর করে সুশাসনের উপর যেটি বিদেশি সহায়তার সদ্যব্যবহার ও জননিরাপত্তাকেও নির্দেশ করে । Reportedly, more than half of financing of social and physical infrastructure still comes from foreign aid(জনশ্রুতি অনুযায়ী, সামাজিক ও অবকাঠামো খাতের অর্থায়নের অর্ধেকের বেশি আসে বিদেশি সহায়তা থেকে । That being the case, efficient utilisation of aid and the implementation of programmes, assume importance.(সুতরাং এইসব খাতে বিদেশি সহয়তার দক্ষ সদ্যব্যবহার এবং কর্মসূচির যথাযথ বাস্তবায়নই অধিক গুরুত্বপূর্ণ।
Therefore, improving governance and safety – preconditions for foreign investment and aid (অতএব , শাসনব্যবস্থার উন্নয়ন ও নিরাপত্তা জোরদারকরণ যেটি বিদেশি বিনিয়োগ ও সহায়তার পূর্বশর্ত should be the priority in the 7th Five Year Plan(সেগুলোকে ৭ম পঞ্চ বার্ষিক পরিকল্পনায় গুরুত্ব দেওয়া উচিত and the government, civil society organisations, academia, private sector and development partners should work together towards reaching this shared goal.(এবং সরকার, সুশীল সমাজ, একাডেমিশিয়ান , বেসরকারী খাত এবং উন্নয়ন অংশীদারদের কাঙ্খিত লক্ষ্য অর্জনে একসাথে কাজ করা উচিত ।
